On September 15, 2005, President Bush gave a
public address to the nation 17 days after Hurricane
Katrina. In that address he stated "We will do what it
takes" - he proposed "that Congress pass an Urban
Homestead Act. Under this approach, we will
identify property in the region owned by the federal
government and provide building sites to low income
citizen's free of charge, through a lottery"-
