WE THE PEOPLE submit this proposal unto our United States Government. We ask for the acceptance
and action on this proposal:
THE ECONOMIC JUMP START PROGRAM
and NATIONAL DEFICIT REDUCTION PLAN
“THE AMERICAN DREAM LOTTERY”
We propose to sell, at a cost of Two Dollars:. ($2.00) and Five Dollars ($5.00) a chance, a lottery chance
at the American Dream. The Federal Deposit Insurance Corporation is currently in possession of
several billion dollars worth of bad investment real estate property assets.
We propose through the American Dream Lottery a citizen may be awarded a debt—free real estate
asset waived of Capital Gains and/or Windfall Profit Taxes.
We are currently paying for, and will be paying for several years, with our tax dollars for these real
estate assets.
We propose that the American citizen will pay voluntarily for the chance at the American Dream
Lottery, and at the same time the money will pay down our National Deficit.
The F.D.I.C. will be able to recover one hundred percent (100%) of the mortgage principal and taxes
owed on these properties will be paid.
We propose to add a five percent (5%) amount onto the value of the asset, to be paid to the State
Government in which the property is located, for the State’s deficit.
Another five percent (5%) on the value of the asset, to be paid to the Federal Government for the sole
purpose of paying the interest or principal of the National Deficit.
Twenty percent (2 0%) of the asset value will be collected for the administration of the American Dream
Lottery.
Any and all surplus the lottery department generates will be used for the sole purpose of reducing the
principal of the National Deficit.
Just as the Savings and Loans have petitioned their government for assistance, WE the American
Citizens petition our Government to allow us “The American Dream Lottery”.
